The few people who have talked about it say Zygarde's wings/tentacles/arm things are alive but the way I see them as nothing more than a part of Zygarde that's moving if anything they're probably like Hydreigon's arm heads, brainless and controlled by the center head.

This one guy one twitter was saying that Red Core and Blue Core made the tentacle things while 50% Zygarde (3rd Zygard) made up the bodies. But if this was the case then the tentacles would be constantly moving somewhat like a Hydra not just hanging...
