A trademark for Pokken Tournament was registered in Europe 2 days ago (August 18, 2015).
For now there isn't any information if the game will be an arcade version or a porting for Wii U and the trademark holder is the Pokémon Company.
The the trademark mentions the following:

But they haven't mentioned if the NFC will use the Amiibo or the BANA Passport (a card used in Japan to store the saved game data and transfer them to the Arcade machines).
