From August 1st, 2014 until August 8th, 2014 a shiny Jirachi will be availabe in the Pokémon Center of Tohoku to commemorate the Tanabata Festival (a star festival that takes palace every year). Even last year the Pokémon Center gave a Jirachi (you can read the news here).
This year Jirachi is shiny and will be at level 10. It will know the moves: Wish, Swift, Healing Wish and Moonblast and will hold the item Star Piece.
